Chrome cookie deletion not working?

Hello,
I'm having some issues with deleting cookies:
I've deleted them several times (updated Windows 11 and Google Chrome) either via the Windows utility (chrome, settings, clear browsing data, check cookies, clear) or via CCleaner, and apparently they are not being deleted. I even have a website that tells me

and even after deletion, I still cannot access it.
Why and more importantly, how can I delete them? Is there a more effective utility, or is the issue coming from elsewhere?

But how does the ERR_TOO_MANY_REDIRECTS error occur? Several reasons are possible. A common reason is a misconfiguration of the web server. It is also possible that old cookies have not been completely deleted. It is specifically on pages that require a login that old cookies can cause an endless redirection between the login page and the destination page. A third possible reason is the presence of a bug in a plugin. It is mainly in a situation where multiple plugins interfere that the "too many redirects" error quickly arises.
