Chrome cookie deletion not working?

Hello,
I'm having some issues with deleting cookies:
I've deleted them several times (updated Windows 11 and Google Chrome) either via the Windows utility (chrome, settings, clear browsing data, check cookies, clear) or via CCleaner, and apparently they are not being deleted. I even have a website that tells me

Try deleting your cookies.

and even after deletion, I still cannot access it.
Why and more importantly, how can I delete them? Is there a more effective utility, or is the issue coming from elsewhere?

my issue seems to be resolved,
Thanks to kaneagle this ResetBrowser seems to be very effective
