Incorrect Localization but Correct IP Address

Hello,
This is a problem I've already seen on the web and I don't know how to fix it. My PC has been showing as located in Russia since yesterday. My IP address is correct and matches my location.
I have already run a virus scan and used adwcleaner. And I’m not quite sure what to do to solve the problem.
If a kind soul is here to help me :)

I do have a VPN installed on my PC, but it is not activated (that's the first thing I checked). I also don't see any "strange" programs running in the background????

A PC doesn't have GPS, either it places you based on your IP and that seems to work, or the location is "estimated"; for example, Google creates "profiles," which can rely on VPN connections that have "seen" you from a server on the other side of the world. VPNs are in vogue.
The searches that led you very far, by chance, or a visited site, a simple ad can reveal your location; sometimes it's the case that the previous user of the IP, when an ISP regularly reassigns variable IPs.
It's not your PC that geolocates you, but someone on the other side of the world, based on the information that they have been allowed to obtain or see. For now, you must not have left or authorized them to use the "right information."
Don't "clean the PC," you need to "leave traces," but for someone who seems not to know where you are, leave them cookies, for example.
If it's Google Maps, visit your building with Google Maps; it might be able to locate you at home.

Well, I managed to do it :)
No, it wasn't the VPN, a proxy, or anything like that. The problem was simple to solve and I admit I should have thought of it right away.
Restart "Location Service" in "Services"
windows + R --> services.msc --> search for "Location Service" --> right-click --> restart
