Laptop power supply issue, voltage drop

Hello, when I plug in my laptop charger, I hear a small 'tick' coming from the connector and nothing happens, the battery does not charge and the laptop does not turn on. Curious, I measured the voltage of the power supply when it is not connected to the laptop and I have the correct 19V, then when I plug the power supply into the laptop connector and check the voltage at the pins of the laptop connector, I only get about 0.3V. I then unplugged the power supply from the laptop and when I measure the voltage on it again, I still get 0.3V at the connector of the power supply. I have to unplug the power supply from the wall outlet and plug it back in to get 19V again. Do you think it is a problem with the power supply or with my laptop that might have a short circuit causing this phenomenon? Thank you for any responses.
