Can you use Snapchat without Wi-Fi?

Hello,

My sons received a message on Snapchat supposedly sent by the creator of Snapchat to users. Now, Snapchat can work without Wi-Fi, but they have to send this message to 20 people to activate this feature. If they don't send this message to 20 people before October 30th, they won't be able to reactivate Snapchat.

I told them to do nothing until I've researched this because I find it suspicious.

Can you tell me if this is fake?
