Formally, it is not the "software" embedded in sound cards that is useful to sound drivers, but they may be completely intertwined, meaning you might not be able to uninstall one without uninstalling the other: it costs nothing to try (after downloading from the manufacturer and backing up the relevant software just in case).
It is not the "audio software," which certainly does not serve much of a purpose, that slows down the PC at startup; you need to look for other causes, most often other services launched by Windows or a third-party software automatically, which should not actually be running at all or should only be done manually.
