Connect TV Scart to HDMI Box without Scart/HDMI Cable

Hello,

Can we receive the signal by connecting a SCART TV to an SFR fiber box HDMI through a VIDEO CONVERTER (VGA TO VIDEO) that has 2 VGA IN and OUT inputs, one S-video OUT input, and one yellow video OUT input (plus a round connection for a USB cable)?

For example, using RCA cables, S-VIDEO, HDMI/DVI adapter, DVI/VGA adapter, VGA/YUV adapter (green blue red inputs), SCART/3 RCA plug...
