A new piece of equipment should never be locked, even if you were provided with a code. It is up to you to create one, but it is not generally mandatory.
The only plausible explanation is that this equipment has already been used and has been refurbished after being returned to the supplier.
In this case, either it needs to be reset (check possibly in the manual) or if that fails, it should be sent back for exchange to the generous donor.
