This computer runs on Windows CE, a version that equipped so-called "embedded" systems (minimal compared to the "classic" versions of Windows). This OS on electronic memory (and not on a hard drive) works on different architectures (including ARM or PowerPC, in other words, different from Intel).
I am not sure if the BIOS is accessible to the user, at least I have no idea. The problem has been discussed on CCM, with no concrete solution in the following threads:

The addresses given in the early 2010s are no longer accessible, assuming they corresponded to your environment (processor, motherboard, version of Windows CE).
You will discover in these various threads that it is suggested to owners of these products to request an SD card from their retailer that is used to reset the system.

In short, access to the BIOS in the manner of PCs under Windows does not seem to apply.
