Hello,
Unless there is some custom tinkering (deactivation of the service, local security policy, invalidation by any Tweaker...) MRT has no reason to be blocked unless a third-party security software takes control (for example, Avast), in the presence of a virus, or if a crack has been used where the setup script specifically starts by disabling MRT to prevent it from committing Hara-Kiri.

Honestly, your explanation is a bit short; you should make a little effort in writing, because "Windows MRT" and the keyboard shortcut "Windows R" I know, but "Windows R MRT" what is that? A mix of the two? In that case, you should have said "I launched MRT via the Run command, and I got blocked," which I think would have been the minimum to specify.
Download FRST, once downloaded save it to your desktop, then right-click on FRST and choose Run as administrator you will get this:
Click on Analyze
Attention, wait for the messages saying that the analysis is complete to appear.
At the end of the analysis, you will have two text files on the desktop FRST and Addition.
Then send the FRST and ADDITION reports to CJOINT see THIS TUTORIAL then give the two links generated by Cjoint in your response.
