Block access to Run (win + R)

Hello,

How can we block access to the "Run" command under XP? (Shortcut = Windows + R)
For example, we could display a small message like: "This command has been disabled by your system administrator."

I suppose we need to take a look in the registry, but where exactly?

    registry value DWORD : NoRun
