Video AVI not playing on LG webOS Smart TV

The problem is that I can't get the VLC app on the LG WebOS television.

I think it's still the kind of smart TV that doesn't allow much except what is already provided by the manufacturer.
And since it's not an ANDROID TV OS but rather a LG thing, the apps are probably also limited to the LG store, which often has not much to offer.

There's no connection. You say that to find an Android TV it's a higher range and at a more expensive price, that's all.

I don't know if this can solve your problem (I don’t have that TV, but I have an Android TV)

But maybe your AVI file has a video codec (or audio, or both) that is not supported.

If I were you, I would convert your AVI file to AVI (or MP4 or MKV)
using a compatible video codec, and a compatible audio codec.

On the given link:
- the video codec H.264 should work.
- the audio codec mp3 should work.

These are the two most common codecs.

Just a side note:
You say this: I was very surprised that the TV does not support AVI videos.
