Circles around the camera on Messenger

Hello,
Questions I'm asking myself, the flashing circles around the camera on Messenger mean that my contact online (green dot) is on my conversation, that's okay!
However, what does it mean when these circles are fixed?
And even more so when my contact has been offline for x minutes!?
