Is CPU-Z reliable or not?

Hello, I just noticed that with CPU-Z my multiplier goes from 6 to 9 as it pleases.
Do you have an explanation for that? 
Configuration: Windows Vista Internet Explorer 7.0

normal it's the management of energy economy. it will switch to 8x as soon as the need arises...
