Site blocked error "forbidden"

Hello,
I haven't had access to a site for several days, just a blank page with "forbidden" written in the top left corner.
Whether I'm on Chrome, Explorer, or Edge, it's the same issue.
I've tried this:
- Click on START, then RUN and type in inetcpl.cpl
- In the window that opens, go to the Connections tab and click on LAN Settings.
- Finally, in the Proxy section, you must uncheck the box 'Use a proxy server for your local network'.
- Click OK, then close and restart the internet

Except in the part where you need to uncheck the box 'Use a proxy server for your local network'
initially check it in order to check this one:
Do not use a proxy server for local addresses
Then uncheck the line above: 'Use a proxy server for your local network'
Also do the same thing by clicking on the button: Settings
and confirm with OK
but still no access
I have no sites blocked in the internet security option..

    The IP of your box is blacklisted; it appears on international registries. Some websites refer to these registries and prohibit access to all blacklisted IPs listed, so when you try to connect with your internet box's IP, the site blocks it.
    Check that with your internet service provider.

    Hello,
    Download FRST once downloaded save it on the desktop then right-click on FRST and choose Run as administrator you will see this:

    Click on Scan

    Attention, wait for the messages saying that the scan is complete to display



    At the end of the scan you will have two text files on the desktop FRST and Addition

    Then send the FRST and ADDITION reports to CJOINT see THIS TUTORIAL then provide the two links generated by Cjoint in your response.

      Yes, via the email address I gave you in my previous message, which I'll remind you of support-digital@probtp.com. The fact that it is only on this site and not on others means that they are blocking your IP. If it had been on all sites, it would have been different.
      If you have a smartphone, try going to this site, but be careful not to connect your smartphone to your box's WiFi network but to the mobile network. The IP will be different, so you should normally not be blocked.

    I just got feedback from our IT department, which indicates that this IP is blocked on international databases.
    The block cannot be lifted at this time, but it will be automatically removed once the IP is unclassified.
