You said it yourself, old TV, so worn internal components are causing the refresh rate to become very slow (like ghosting)... See if the phenomenon decreases when the TV has been on for a long time.
If you feel like dismantling it to replace the internal board (likely hard to find), otherwise you can find TVs at very low prices in recycling centers or also (more expensive) in cash converters...
