Hello,
Following my issue reported on November 9, regarding the inability to open the application and after following your instructions everything was back to normal. Unfortunately, this morning I am faced with the same problem.
When I select 'Settings', instead of the 'Settings' menu appearing, the icon goes to the taskbar and I have no way to open the application.
For your information, everything else works normally including the other functions offered in the 'Start screen' menu.
I created the 'pc_settings' icon but I get the same result. However, if I hover the cursor over the 'Settings' icon on the taskbar at the bottom of the screen, I get the normal display of the 'Settings' menu but it’s impossible to display it on the desktop.
Before switching to Windows 11, I had backed up the system drive with Acronis. I think I will restore that version. In any case, as I do not have access to Windows Update, I am unable to go back from the 'Windows Old' folder. The system restoration with Acronis takes 15 minutes.
Here is my configuration:
Windows 11 64 bit
DirectX: 12.0
Processor: RYZEN 5 3600
16 GB of RAM: DDR4 3200 MHz
Graphics card: Sapphire R9 290 TRI-X OC UEFI
Motherboard: MSI B450 TOMAHAWK MAX
1 SSD 500 GB for the system
1 HDD 3 TB for data
1 ASUS Blu-ray burner
Thank you in advance for your help.

I posted a message on the Microsoft website and received the following response:
Hello, my name is Claudeir, I'm happy to help you!
-If you use the Windows key + i shortcut, does the same problem occur?
-Ctrl + Shift + Esc> select the Windows Explorer process> restart.
Restart the PC and test it.
If necessary, check the system files:
-Right-click on Start, run PowerShell (admin) or Command Prompt (admin)
Copy and paste the following command:
DISM.exe /online /Cleanup-image /Restorehealth
and press Enter. (Note: This step may take a few minutes to start and up to 30 minutes to complete).
After seeing a message indicating "The operation completed successfully," copy and paste this command:
sfc /scannow
and press Enter.
Wait for a message indicating "Verification completed at 100%."
Then add this command:
chkdsk /f /r /b
Confirm with "Y" and restart the computer for this last step.
-Feel free to leave your feedback by marking as answered if the answer helped, or by providing more details so we can continue the service, it's very important to us.
Graciously.
None of these recommendations yielded any results.

Hello,
It's pistouri.
Duplicate
You could continue on your initial post ==► Problem with 'Settings' in the Windows 11 'Start' menu
RYZEN
Aside from the fact that it's RYZEN that's causing issues:
Drivers
Check and update the drivers on My Drivers, for example, or on the manufacturer's site.
Priority for the graphics card and the processor.
(See the motherboard).
Reset the Settings app
You can start by resetting the Settings app.
Click on the Start menu icon, then open Windows Terminal as Administrator.
Copy and paste the command below into PowerShell and press Enter
Close the terminal or type -►exit
Restart the PC.

Hello,
Thank you for your response. After resetting the 'Settings' app, I have access to it again. However, now it's EDGE's turn to have the same problem. I will use Chrome instead.
I looked on the forums and apparently I'm not the only one having issues with Edge on W11.
As for the graphics card, I receive updates about once a month via a link from AMD in my email. I will try that for the processor.
For your information: the system check requested by Microsoft did not reveal any issues.
I'm sorry but I didn't know that I could reopen a 'Resolved' post.
Thanks again for your help and I'll keep you updated on the progress of my issues.

After several reboots, Settings does not hang on opening.
There are indeed issues with Edge on W11, although I haven't noticed anything particular and I use it very little.
Google Chrome is almost a clone of Edge.
Install it if you wish.
Or another backup browser, like Firefox for example, the list of browser choices is long.
See you!

Hello,
Aside from Edge, everything is fine for now. With the 'My Drivers' application, I updated those that had a new version available. There were just the processor and Realtek Audio to update. Now I'm waiting for the next steps. It's a pity about Edge, as I prefer it to Chrome.

Hello,
Regarding the processor drivers, I preferred to go through the 'AMD' website.
As for Edge, the problem is 'almost' resolved.
Let me explain: I occasionally do music production with the Studio One Pro software. For this application, I use 2 screens. The 2nd screen is powered on only when I'm doing music production.
The problem I was experiencing with Edge is as follows: when I launch Edge, the application does not appear on the desktop but creates an icon on the taskbar. The same phenomenon occurred with the 'Settings' application before I reset it.
I just had the idea to power on the 2nd screen and launch Edge from the main screen. The application starts fine but on the 2nd screen!!!!!
I believe the problem I encountered with the 'Settings' application must be the same.
Now I need to understand why I have this issue while it never happened under Windows 10 and how to avoid encountering this problem again.
Thank you again for your help.

Hello,
I checked the screen identification and the main screen is indeed number 1. I selected the 'extend these displays' option in the Windows display settings and the problem seems to be resolved (I did several tests).
Thank you again.
