Unable to call a 4-digit number

Hello everyone
I recently got a new Lycamobile SIM card with a mobile data plan and unlimited SMS and calls, and everything seems to be working (calling French numbers, 4G, calling abroad) except when I try to call 4-digit numbers (Ameli for example at 3646 or EDF at 3004), nothing seems to work and it doesn't even ring; I get a message saying "number not configured"
