This is the second case today, and I find it quite exotic.
I can understand that a high school student might need guidance for their mandatory projects, or that this might be the case for a young apprentice who is asked to submit a report on their internship.
But when it comes to producing a thesis or dissertation for higher education, these are meant to demonstrate that the student will have the ability for deeper understanding and initiative that will allow them to pursue further studies or research at a higher level, or to have the same qualities for a management job to which they are expected to be destined.
No one can know the content of the training that has been delivered, let alone the enthusiasm that the student is supposed to have for delving deeper into a specialty or field that they have liked more than others.
If one cannot imagine this, it means they have probably acquired a certain level of rote learning, but not the necessary skills for the degree they are aiming for.

I completely agree with these statements. To hope to present a thesis and have a chance of being accepted, I would start by looking for related topics or articles, then make a list of problems either derived from or not yet addressed.
I indeed doubt specialists who lack initiative, like authors asking us to find the topic and outline for their next bestseller.

That said, it's not uncommon—and it was my case—to go see your future thesis supervisor because she is the specialist in the discipline that interests us and to propose a topic that interests us, only to leave with a different one because it's the one she is interested in.
