Tethering a phone without a SIM card

Hello,

Let’s imagine that I have a phone with internet access and I create a hotspot; can another phone connect to the hotspot of the first one and access the internet even if the second phone doesn’t have a SIM card?

Configuration: Android / Chrome 90.0.4430.66

    Hello,

    I have a phone without a SIM card, connected via Wi-Fi, to my router. So it should also work with Wi-Fi emitted from another phone.
