Parcel stuck since 03-05 at a local distribution center

First of all, what is a local distribution center and what should I do? I don't believe it has gone through a sorting center, could you explain to me the steps that remain before I get my AliExpress order delivered more specifically?

    Seizure by Customs..

    Theft.. (Yes, it happens..)

    Accident/destruction.
