Recently, more and more of my emails on Outlook are coming back with this error message:

"said: 550
Mail rejected by Windows Live Hotmail for policy reasons. A block has been
placed against your IP address because we have received complaints
concerning mail coming from that IP address. We recommend enrolling in our
Junk E-Mail Reporting Program (JMRP), a free program intended to help
senders remove unwanted recipients from their e-mail lists. For enrollment
instructions, please refer to:
https://sendersupport.olc.protection.outlook.com/pm/Services.aspx#JMRPP. For additional information
about Microsoft's technical guidelines, please refer to:

What should I do? Do I have a virus and am I being blocked by other inboxes? I just changed my email address to avoid spam and other ads. I've also requested to no longer participate in "chains" and other pollutants...!!

I have exactly the same problem and it's quite annoying because many of my contacts use a HOTMAIL address.
I tried to log in to their site but between the explanations in English and the inability to directly contact someone, even by email, it's becoming disheartening.
In any case, I would strongly advise anyone in the future against using a hotmail address...

I have exactly the same problem since today!
Another nonsense from those idiots at Microsoft. I'm trying to understand.
As if emails sent to Hotmail were arriving one time out of three....!!!

We might have a semblance of an answer here.... reception of strange messages#0
set the messages to text mode instead of HTML. But I find it limiting for my messages and frankly disgusting on the part of the internet service providers to force this kind of thing!!

I'm using Windows XP and I'm particularly facing this issue with Hotmail inboxes as well.

Indeed, I also have this problem!
Selecting only raw test does not solve your issue because this option has been checked for me forever; and like you, I receive email returns 550 For Policy reason....
The only element I found was a story about DNS...

Basically, I write all my emails from Thunderbird via my Yahoo account.
My SMTP account is Yahoo

I replaced my Yahoo SMTP server with that of wanadoo.orange.fr

And since then no more issues, well almost... out of 8 hotmail emails, 2 came back to me

Orange is implementing a new technical solution for sending messages that allows for sender authentication.
Implementing this solution requires reconfiguring your email software. Therefore, it is necessary to:
- change the sending server address: smtp-msa.orange.fr instead of smtp.orange.fr,
- change the port used for sending: 587 instead of 25,
- enable Authentication.

It's just an orange blacklisting by an international system... it happens sometimes. When Microsoft has security flaws, everyone complains about it. The same goes when Microsoft protects its users. We need to know if you want security or a service that doesn't block certain actions by neglecting security :)

By typing 550 in the orange help, you would have all found the answer:

Technically, when you send a message, you use an Orange Internet SMTP server, which forwards your message to your correspondent's server.
This error message indicates that all messages sent from Orange are systematically rejected.
Due to the abuse of mail resources by some users (spam ...), Orange is "blacklisted".
The abuse service of Orange handles the delisting; this can sometimes take a certain amount of time.

Procedure
In this case, and only in this case, you can send a message to abuse@orange.fr with the error message attached.

I couldn't send emails to Hotmail (from Yahoo or Orange)  I solved my problem by switching my POP and SMTP ports to SSL

Check: Automatically select encoding for outgoing messages
Once it worked with: US-ASCII or another time with Western Alphabet (Windows). You need to find the character type that works.
