Smooth game but choppy stream, what to do?

Hello,
I'm reaching out to you today because I'm overwhelmed by what is happening to me.
As specified in the title, my games are ultra-smooth, but the stream stutters.
A friend who tested it with me and gave me feedback said that it was fine for him, but personally, when I check the feedback on my browser, I experience a huge frame drop, up to 3000, and when I check the feedback on another PC, it was better but I still found it stuttery (with a frame drop of up to 800 and more)
Here is my setup:
CPU: i7 10700K
GPU: RTX 3080 Rog Strix White
RAM: 32 GB
SSD 500 GB
Here is my connection:
Download: 943 Mb/s
Upload: 395 Mb/s
Latency: 8.7 ms
Jitter: 4.135
Here are my OBS settings:
OUTPUT =
NVIDIA NVENC H.264 (new) encoder
CBR bitrate control
Bitrate 6000 Kbps
Quality preset
Profile high
Look-ahead (checked)
Psycho-visual tuning (checked)
Max B-frames 2
VIDEO =
Base (canvas) resolution 2560x1440
Output (scaled) resolution 1920x1080
Bilinear scaling filter
Current FPS value 60 FPS
Here are the software I use:
Stream OBS or Streamlabs
Audio Voicemeeter Potato
Webcam NVIDIA Broadcast
I admit I don't quite understand, before I was on Shadow's virtual PCs and didn't have this problem, and yet the settings are much more restrictive (at least I thought). I have also seen several tutorials done and redone, and nothing works.
If someone has an idea and some time to help me fix all this, I'm all ears!

Hello,
In OBS Studio, you just need to change the recording quality found in settings -> Output and select Lossless Quality, which results in a huge file size. You will receive a warning, and you simply need to click OK. I recommend using an external hard drive of at least 1TB to have enough space to store your videos.
