it's normal that Google has abandoned Picasa for a while now, you need to go to Google Photos where you will find your pictures.

As already mentioned, Picasa has been discontinued and replaced by Google Photos, which would be a solution even if it's quite different, but in principle it should not prevent it from functioning "locally" (on the PC).
The issue is that "I can no longer import photos from the device" does not tell us anything about the problem at all.
In order to make things possible, it is best to detail what is going wrong, in detail, in the chronological order of the attempted operations and their results.

For me, it works. So explain what’s wrong and indicate the error messages, if there are any.
In any case, this is not the simplest way to proceed.
Import the photos from the camera (or from the SD card) using Windows Explorer.
Then Picasa should recognize the presence of the photos in the folder where you placed them.
Don't forget that Picasa is just a photo manager. It is not a storage place.
