Well, no. It's not that simple. The reason is that the country code +590 is not listed, and if you put in +33, you won't receive the texts.
I know this because after having a PayPal account for several years, I was blocked due to their new SMS security, and the "nice" customer service lady couldn't advise me better than to close my account and create a new one because "supposedly" she didn't have access to my account (= translation "figure it out yourself, I can't find the country code for Guadeloupe even though it says on the PayPal site that I can make the change", yes, because otherwise I would have told her to put a mainland mobile number instead of closing it!) and assured me that she would send me the simplified registration procedure (which I obviously never received) and that I would be able to select the country code when I re-registered (which, of course, is not in the list).
When I filed a complaint asking to get my account back, the response was: "Oh well no, that's not possible."
So if you find a way to add this country code, let me know; otherwise, personally, I advise you to provide a mobile phone number from mainland France to receive these "BEEP" verification texts.

P.S.: I just saw on another forum that you need to sign up at https://www.paypal.com/gp/home, but the person said they weren't receiving texts... worth trying.
