Required to discharge capacitors to start the PC

Hello,
I reinstalled Windows 10 on a friend's PC. Everything went smoothly and here I am with a nice clean OS.
After several "normal" startups, the PC suddenly refused to boot and every time it starts up, it shuts down after about 10 seconds.
I looked online for a solution to get the PC to boot and I found a trick.
Before each startup, I have to unplug the power cable, press the "Power" button to discharge the capacitors, plug the cable back in, and restart.
Then the PC starts and works normally.
Note that the battery is dead "0%", it is internal, and I need to open the laptop to test if that’s what's causing the issue...
Do you have any ideas (manipulation, settings, or otherwise) to fix this problem?

Good evening,
The PC being connected to the power supply, there’s no reason for it not to start normally.
Now, with the battery at 0%, if it doesn’t charge, we should probably consider replacing it. It’s not certain that there is a connection between the encountered problem and a faulty battery, but why not ultimately!

To handle the battery (remove or disconnect) you need to open the laptop.
I will order a new one before opening it.
