Unable to grant access to the camera

Hello,

I recently got an old iPhone 5s, but all the messaging apps are asking me to allow access to the camera again through settings. Unfortunately, when I go there, there's no way to grant access either through the apps or through Privacy > Camera. Why? What should I do?
My iPhone seems to be running on iOS 12.

    After several attempts, it was indeed on the restrictions side (which have recently been hidden in Screen Time) thank you very much!
