How to create a barcode for a new magazine?

Hello everyone,
I am in the process of launching a new quarterly magazine on a small scale (department level) and in the form of an association. The magazine will be distributed to newsstands (we will handle the distribution ourselves to the points of sale) and we thought about integrating a barcode to facilitate the work of the kiosk operators.
As this is a new magazine, we currently do not have an ISSN (until the first issue is published and sent to the BNF). I am having a hard time understanding whether we automatically need to go through (and pay) GS1 to obtain a functional barcode. Their services are quite expensive for a quarterly publication sold on a small scale (1,000 copies).
Would a free online barcode generator be sufficient (I am not sure if the kiosk operators can then "code" the barcode so that it assigns the price to this item)?
(Sorry for the lack of clarity in these questions, as I mentioned, I am completely lost, if a kind soul could help me, it would be very nice)

If your magazine is not subject to legal deposit, you do not need to obtain an ISBN number; otherwise, it is mandatory and will be different for each upcoming issue...
You can purchase a series of EAN13 codes from websites.

These code series are unique and allow you to reference the product in stores as you have the guarantee that they are unique in the EAN system.
ISBN and EAN13 are two different systems... the ISBN is reserved for publications (books, magazines, etc...) -

Sorry for my previous post which was incomplete.
Actually, a traditional barcode is just a series of coded numbers.
To make this code "accepted" by professionals, you must comply with "their" coding and especially the series of numbers that correspond.
Not sure they will allow you to do that!! Especially if they charge for this service.
In my humble opinion? You are stuck! Either you pay, or you find an association of publishers like you and pool together to minimize costs.

You can generate online either QRCodes like QRCode Generator or Unitag QR or even The QRCode.
But also more traditional Barcodes like BarCodes or Barcode Generator.
It's up to you to choose!!
