Unlock a POP computer

Hello,
I have a pop computer but I can't install software, we've even unlocked it but it doesn't work, do you have any suggestions for me?
And is it normal that there is no Microsoft Store? Please respond quickly
Configuration: Windows / Chrome 83.0.4103.97

My cousin went to a specialist and they have unlocked.

What did they unlock?
Who is a "specialist"?

For reference: The POP computers are provided by the Region. Only the IT department and authorized distributors are allowed to intervene on these PCs.
So for your problem, you absolutely must go through one of the two mentioned above.

So, you need to go back to that "specialist" and explain your issue. Only he can know what he has unlocked or not and should be able to help you out.

Otherwise, go back to the IT department of your institution and explain your problem to them.
