External hard drive turns on and off

Hello, I dropped my external hard drive from about 2 feet and since then, when I plug it in, the blue light comes on and 20 seconds later it starts blinking and I can't access it.
I'd like to know if there's anything I can do to make my hard drive work again or to recover my data.

    hard drives are very fragile and don't like shocks at all
    their mechanics are very sensitive
    the only way to recover the data is to send it to a specialized lab
    cost about €400
