Sims 2 installation issue: administrator blocked

Hello!
So here it is, I would like to install the Sims 2 on my PC, but every time I launch the execution, an error message appears:
"this app has been blocked for your protection An admin has denied you the execution of this app. For more info, contact the admin"

The thing is, I believe I am the admin of my PC.. So I don't really understand
I tried to create a Microsoft account, to modify my account as I've seen online.. it's not working :/
