Video Playback Issue (lags)

Hello everyone,
I have recently been experiencing issues with video playback, whether it's online (YouTube) or on my VLC player (for mkv, avi, or mp4 movies). There's a significant delay before the video starts (sometimes YouTube shows me "if the problem persists, restart your device") then it launches normally, but when I try to fast forward, I'm back to waiting for long minutes. At times, I would even say it doesn't start at all, or I lose patience too quickly.
It's worth noting that I don't have any latency on the internet or lag while browsing on my PC.
I've tried:
- looking on forums
- I reinstalled my graphics drivers, Flash Player, and VLC (latest version for all)
- I did a malware/virus scan with Malwarebytes and cleaned up with CCleaner
- I performed a DELL maintenance (all clear)
So I'm turning to you for help to illuminate my shortcomings.
My PC: Running Windows 8, 4 GB RAM, Intel Pentium CPU G3240 3.10 GHz x 2

Hello, you don't need to be a genius to have an idea. The fact is that your videos are streamed, and downloading is slower than playback. This happens to many internet users whose internet speed is limited. Perhaps with a high-speed fiber connection, we can avoid this issue.
