Problem creating a Steam account

Hello, I'm having a problem creating a Steam account, during the finalization process.
I've tried a dozen times, I've also tried again after several days...
I receive an email every time saying that my email address has been verified, and to return to the account creation page. However, each time, I have to start the email verification process all over again.
How can I find where to enter a name for account creation, without having to verify the email address again?

It's completely normal. The Steam servers are currently down.
Try again tomorrow.
