GTA 5 stutters in single-player only

Hello,
I have a problem since I installed GTA on my PC (gaming setup) but this problem is too weird for me to know what to do. Since installation the game stutters, almost as soon as I perform an action too impactful (start running, get into a car, cause an accident, punch someone and more) in the game there is a freeze of 1/4 of a second, it doesn’t matter if the game has been running for 5 minutes or an hour these freezes occur. Now the weird thing, recently I started online with friends and there the game runs without any issues, no freezes, 60fps no matter what happens in game.
So I don’t know what to do, I’ve set everything to minimum, disabled everything but the freezes are still present in single-player. If anyone has a solution I’m open to it.
my setup: Windows 10, Intel Core i5-9600k, Nvidia GeForce RTX 2060

i’m going into Geforce Experience and let it configure the resolution and everything by itself -
Hi,
This issue is quite common for this game, I’ve had it personally.
Try putting the game in fullscreen and windowed mode, see if it changes anything.
Also try enabling or disabling V-Sync.
Couldn’t you have cracked the game by any chance? Too many complex mods can mishandle the game.
