Hello and thanks for being here.
I hope I’m in the right forum (otherwise please point me in the right direction).
I have a .text file that no longer wants to open (as if it were by chance the one where I have all my passwords ...). Error message: Cannot open the file .txt - Check that the disk is present in the specified drive.
Even though I have another .txt file on this drive that opens perfectly.
Does anyone know how (and where) to repair this type of file?

Your error message seems to indicate that you click on a link to open the file rather than on the file itself...
Use Windows File Explorer to locate the file on your external drive and click it to open.-

What letter did the Windows Explorer assign to your external hard drive?
With which software are you trying to open your TXT file?
What concerns me is your error message.. "Check that the disk is present in the specified drive" That means you are using a drive with a removable disk (like a floppy, CD, DVD, virtual, etc.) and that the file is not inside...
It also means that if you click on your file name, the software you are trying to open with finds a path at the end of which it does not find the file... (hence my hypothesis of an "ink" file).
And regarding a password file, if it was created by specific software, it is quite possible that it is a cached file inside a TXT file and that it has nothing to do with a TXT file. -

My .txt file was created around 2016 by Notepad (it was not created by a dedicated password software). I’ve been using it by clicking on it since then without a problem. It was saved (not backed up!) on an external 500 GB hard drive labeled I: in Windows Explorer. The other files on this external drive (including another .txt) open without issue.
I’m not familiar with the 'ink' files
Thank you because this is really an annoying case, as you can imagine with these passwords accumulated over the years. -

I read in a forum that a .txt file never repairs itself. Do you think that's true?
