Window that opens under the taskbar

Hello,
I have a problem that isn't very serious but is quite annoying. You see, I'm used to working with the taskbar at the top of the screen, the issue is that it often happens that when I open a program, it opens at the top of the screen and the top of the window ends up behind the taskbar, and I can't move it by grabbing the top because it's under the taskbar; I have to resize the window for it to shift and no longer overlap with the taskbar.
I don't know if we can choose the area of the screen where windows open by default; I tried auto-hiding the taskbar but that doesn't suit me. I just want the windows to open without the taskbar overlapping them.

Hello....
Personally, I also have Windows 10, I prefer the taskbar at the bottom.... but I just tried moving it to the top, and the windows do not cover it.. the window is just below the taskbar for me
