How to boot from a USB drive using the command prompt?

Hello,
First of all, please know that I have already tried all the standard troubleshooting steps when a PC won't boot into the OS.
Here is a description of my problem:
- My computer, which was running Windows 10, does not boot into the OS at all.
- All options offered by the repair/restoration utility have been tested without success.
- I wish to reinstall Windows 10 via a bootable USB drive; however, I cannot access the BIOS and/or the boot menu because my “F” keys do not seem to work at startup.
Here’s what I would like to do:
I would like to boot from my ISO (on the USB drive) using the command prompt provided by Windows in its repair utility. Does anyone know the sequence of commands to:
- Find out the letter of the USB drive
- Navigate to the USB drive
- Launch the ISO image present on the USB drive for the system to boot from my drive

It's delete to access the boot menu.
Check if the USB drive is listed and if it boots from it.
Otherwise, to respond to what is in bold, it's not possible to boot from the command prompt.
Booting is starting your computer from a device.
It's the BIOS that handles this, not the OS.
