Insufficient SD card memory even though there is nothing on it

Hello, I have a Samsung Galaxy J3 and my SD card is recognized but I can't install any apps on it even though there's nothing on it. When I try to move an app to it, it says "Unable to move the application. Insufficient storage space." I've downloaded several apps to move apps to the SD card but to no avail. Please help me, I don't understand at all.

      Yes, and by the way, there are photos that won't delete from my SD card; it says it's write-protected or something like that.

      Put it on a PC, right-click and format. First, check its format? (fat32, exfat)
