"Insufficient memory" even though my SD is empty!

Hello,
I have an HTC Desire 728 and I have a really big problem that's bothering me a lot... I've searched the internet but couldn't find a working solution...
So here it is, my phone's memory is full and I want to move apps to my SD card. It's 16 GB and it's empty: there's absolutely nothing on it (I even formatted it and tried again just to be sure, but it still doesn't work).
So, I have all the space on it, but when I select an app (any app), it just won't move! The ONLY app that can move to my card is a memo of 4 MB. To say it doesn't help create space on my phone would be an understatement. ^^'
Every time I click the "Move" button (when it's not grayed out), my phone asks for confirmation, then it says "Error. Unable to move the application. Insufficient memory space."
I have nothing at all on my SD card (again, I know), the apps I want to move have plenty of space to fit (the largest is 2.70 GB) and just to make sure it's not my phone's space that's insufficient, I uninstalled the biggest app (the one at 2.70)! And yet, nothing works...
Anyway, sorry for this long message, thank you for reading and thank you for your help. I hope someone can help me solve my problem, it's quite annoying. ^^"

Edit: Well, I've just realized where the problem comes from... My phone is not entirely wrong, because indeed, the storage space of my SD card is insufficient. ^^" I checked, on my card it says 16 GB, but for my phone, there's only 15 MB... However, I'm stuck now. I had already used it on another phone (a Wiko, actually) and there was plenty of space on it (16 GB after all). But now, no... Can someone please explain?

Good evening, how did you format your SD card? Have you tried using a computer? Perhaps there is a partition on your SD card that needs to be removed.
