Error code 31 DB9 USB cable

Hello everyone.

I have a DB9 USB converter cable from Sitecom that works perfectly on all my PCs. However, on my Toshiba Satellite 1700-300 laptop equipped with a Win 2000 Pro installed two days ago, I have a code 31 error on this device. "The driver cannot be loaded because this device depends on another device that is not functioning properly"... While my USB ports are fine. Any ideas???

    Go to
    Start/Settings/Control Panel
    Click on the System icon
    Then on the Device Manager button

    What is the faulty device?
