Installation program - error 2503 and 2502

Here is my problem, for certain programs I just need to run the "Troubleshoot compatibility," then start the installer with a previous version of Windows like Windows 7.
However, with some programs, that is not possible, so do you have a solution?

    Otherwise, provide the content of the file %TEMP%\setuplog.txt

    I also recommend running Windows Repair: https://www.malekal.com/windows-repair-tutoriel/
    You must have a permissions issue with the temporary folders.

      I uninstalled and reinstalled the Windows Shell class, but it's still not working.
