Unable to download EBP COMPTA CLASSIC 2018

Having had to set aside my EBP COMPTA PRATIC 2015 software due to incompatibility with Windows 10, I am facing the same issue with the new EBP COMPTA CLASSIC 2018:
I cannot download it onto my PC running Windows 10, with the following message appearing: "A network-related or instance-specific error occurred while establishing a connection to SQL Server. The server was not found or was not accessible. Verify that the instance name is correct and that SQL Server is configured to allow remote connections. (provider: Shared Memory Provider, error: 40 - Could not open a connection to SQL Server).
In my Microsoft tools, there is a SQL SERVER (EBP) that refuses to start and shows me "Windows failed to start SQL SERVER (EBP) on the local computer: error 1067 the process terminated unexpectedly."
I then installed SQL SERVER EXPRESS SP1 2014 (recommended by EBP for installing EBP COMPTA CLASSIC 2018)... same "error 1067" display.
EBP and MICROSOFT have been passing me back and forth for 10 days and I still cannot install this accounting software.
Is there a technical solution to this problem? Otherwise, what recourse do I have against these two companies that are making a mockery of me?

Being the only user and thus the administrator of my PC, perhaps that is not the reason for the problem. However, since the EBP agent who sold me the product has just informed me that he will refund me, I wonder if EBP does not have a real compatibility issue with its small software on Windows 10 since I had the same problem with EBP COMPTA PRATIC 2015 when I tried to install it on Windows 10.
