Account names and security ID mapping

Hello,

I just received a refurbished PC and an error message appears when I try to open the control panel: "The mapping between account names and security IDs was not done."
I would like to know what this is due to and especially how to fix this problem as I do not have access to settings and the taskbar is not working either.

Configuration: Windows / Chrome 64.0.3282.186

Hi,
it would be better for you to reinstall a clean version of Windows on it, otherwise you won't be done with the issues if the thing was installed in a domain.
