How to block paid outgoing call numbers

My very elderly mother calls numbers and, on the advice of the person at the other end, leaves her phone off the hook. I would like to block these numbers, like for a child, these premium-rate numbers. It’s a old phone with no associated box.

    What are the references (Brand and model) of this phone?

    There are in the market some phones offering blocking of certain numbers

    Excerpt from the manual on page 32 : 
    Block calls
    You can block outgoing calls, such as international calls or unwanted hotlines, by blocking calls whose 
    number starts with certain digits. You can create 4 series of numbers with a maximum of 4 digits per series. 
    When you place a call whose number starts with one of these 4 series of numbers, the outgoing call is blocked.
