Save Chrome after PC change: loss of passwords

Hello,
I changed my PC and I backed up my Chrome profile.
The problem is that during the transfer of the backup, I no longer have any passwords; the settings are really empty.
Moreover, when I open the settings, I get an error message >
"Some settings have been reset
Chrome has detected that some of your settings have been corrupted by another program. Their default values have been restored"

Nothing is visible with WebBrowserPassView!
However, I see my favorites, my old browsing history, and my session of open tabs that were there before I made this backup.

It's catastrophic if I lose my passwords.

I had made 2 backups a week apart, and in both I have this same problem.

Do you know what to do in this situation?

Configuration: Windows / Chrome 63.0.3239.132

    Hi

    Does the other PC still work?
    You need to sync Chrome with a Google account, or use ChromePass instead.

      The other PC has been sold in the meantime
      and ChromePass didn't work either, the password column is empty
      is there some sort of encryption attached to the computer? that would be stupid...
