Unstable download

Hello. I'm trying to download games but my downloads are very unstable. For example, on Epic Battle, I'm trying to download Fortnite (which took me 30 minutes to download two months ago), and I've been downloading for 2 hours and it's only at 30%. The speed goes from 0 to 5mb/s up and down without stopping! The same thing happens on Steam. I can't take it anymore!

I'm plugged directly into the router.
I did a speed test and it gave me (while downloading) 34 ms ping, 40 mbps down, and 12 mbps up. But it's never the same, I just did another one and it gave me 70 ping, 3.05 down, and 11 up; my speed tests are unstable too, so in my opinion, it's the connection. Do you have any idea what to do because every time I download a Steam game (especially PUBG), the files are corrupted, probably due to the network instability. Otherwise, how can I get a network that might be less powerful but stable?

Possibility:
-network driver
-poorly connected cable
-box showing signs of aging
-work being done by your operator
-a software hogging all your connection (use task manager to see or NetBalancer)
