Hello,
The best thing would be to find the font used in this image first or a similar font.
Then erase the text on this image with Gimp by selecting all the letters with the magic wand tool and Edit, Delete.
With the clone tool, redo the areas of the image where you erased the letters.

When your text is done with Inkscape, export it as .png
Open your image from which you removed the text with Gimp.
Import your text image created with Inkscape as a layer and position it where you want. Merge everything and save.
