Is a CPU cooler mandatory?

See the description, a CPU cooler is almost always included in the box except...

example: on its K-series models (unlocked multiplier) Intel does not always include a cooler.

The reason is simple: K-series models allow changing the multiplier and easy overclocking, which can cause the processor to consume and thus heat beyond the cooling capacity of the stock cooler.

Most people who buy these processors never install the stock cooler, which does not cool enough for overclocking, and instead buy and install from the start a cooler that is more expensive but more powerful.
No point in paying for a cooler in the box under these conditions of non-use.
