Hello everyone,
I would like to create a friendly chat that is open to everyone, to allow you to discuss topics and themes that you are passionate about, with the many members of the community just like on Address removed by moderation
It will be your chat to make friendly connections, in discussion rooms whether private or via webcam, you will be able to create your own network, and this, for free and without registration, just a simple form to choose your nickname, your age, your city, and you will enter the general chat room.

Uh, what exactly is the problem? Creating a chat isn't complicated in itself.
What are your skills in website creation and databases?
If you lack these and don't want to learn, there are plenty of solutions starting with IRC, but chat solutions or CMS modules are also not in short supply!
