Hello,
I received a Numbers file and I would like to open it on my Windows 8 PC. Is there any software available? I would prefer to avoid online converters. Thank you for your help.
P.S. I searched on Google but couldn't find anything reliable except for dubious software hosted on ad-ridden sites.
Configuration: Windows / Firefox 39.0

Good evening,
the simplest way is to ask your sender or the original creator of the file to send you the same file in Excel format.
Indeed, while using Numbers, you can request a save or export in Excel format, while keeping the original in Numbers.
Best regards.
EDIT: if the goal is simply to view a simple spreadsheet, you can do the following: rename the file with a .zip extension
Then, by double-clicking on it, the file will produce a folder, in which you will find a .jpg image of the Numbers sheet.
Always indicate your system configuration completely - exact model of the computer, exact OS version.
