Why use an APK of WhatsApp when it's available on the Play Store? Also, where did you get this APK from, as there are unreliable sites with infected APKs, so be careful. And finally, have you allowed installation from unknown sources?

Since I've been trying to create a Google account to install from the Play Store, the same message keeps coming up: The server cannot connect to Google.

It's all a bit messy... what model is your HTC? Then, if you really can't create your Google account, do it through your PC... on your phone go to settings, then account, press on your Google account if it exists and delete it... restart your phone on Wi-Fi and add your Google account.

I strongly advise against using APKs that do not come from the Play Store, especially for messaging apps... They are a source of viruses or other delights (premium calls/SMS, spam, downloading unwanted apps, etc.)
What’s the issue with going through the Play Store?
